Francis Courtenay (ca. 1576 – 3 June 1638) was an English Member of Parliament.
He represented Devonshire in 1625 and Grampound in 1626.
He was the son of William Courtenay and father of Sir William Courtenay, 1st Baronet. In 1831 he was recognised as having been de jure 4th Earl of Devon, having succeeded his father in 1630.
